The Information Systems Security Officer (ISSO) is responsible for the technical security, administration, maintenance, compliance, and ongoing Risk Management Framework (RMF) support of the Naval Surface Forces Public Affairs Office Multimedia Shore-Based Production Tool System (MSPTS). The ISSO will work closely with the Naval Surface Forces Public Affairs Office (N10P), CNSP N6, the Regional Information Systems Security Manager (ISSM), and designated technical advisors to support the system's progression through RMF Step 3 and toward Authority to Operate (ATO), currently targeted for early 2027. This position serves as the primary technical custodian of the MSPTS network, ensuring that security controls, system configurations, vulnerability remediation, technical documentation, and compliance requirements are maintained in accordance with applicable Department of Defense (DoD) and Department of the Navy (DON) cybersecurity directives. The successful candidate must be capable of working independently, managing competing technical priorities, and maintaining consistent progress toward authorization while supporting the operational needs of the Public Affairs Office. Essential Duties and Responsibilities 1. RMF and Authority to Operate (ATO) Lead and perform the technical legwork necessary to obtain and maintain ATO for the MSPTS environment in coordination with N10P and under the oversight of CNSP N6. Support RMF activities, documentation, and security control implementation consistent with DoD requirements. Maintain and advance the system through RMF Step 3, including addressing security control deficiencies and preparing required evidence. Work with the Regional ISSM and designated assistants to develop, update, and submit required RMF documentation for system changes. Track RMF milestones, deadlines, remediation activities, and outstanding security requirements. Support technical reviews and provide documentation or evidence requested by authorized Navy personnel. Maintain the system's authorization posture through ongoing security monitoring and compliance activities. 2. Network Security Officering and Administration Serve as the primary technical custodian of the MSPTS network, including its Apple Macintosh computers, network-attached storage, printers, and associated network equipment. Administer, operate, troubleshoot, and maintain network equipment and connected systems. Develop and implement security configurations, controls, procedures, and technical strategies to reduce cybersecurity risks. Evaluate the security impact of software, hardware, and configuration changes before and after implementation. Investigate unauthorized or rogue devices and coordinate appropriate remediation. Monitor system performance, security conditions, and configuration changes. Provide technical guidance regarding system security and network infrastructure. 3. Vulnerability Management and Security Compliance Perform and coordinate authorized ACAS vulnerability scans and discovery scans. Review and remediate findings associated with Information Assurance Vulnerability Alerts and Bulletins (IAVA/B), Computer Task Orders (CTOs), TASKORDS, and other applicable security directives. Perform and support Security Technical Implementation Guide (STIG) and Security Requirements Guide (SRG) compliance activities. Validate security configurations and coordinate vulnerability remediation within applicable deadlines. Support cybersecurity testing and security control assessments. Maintain records of scan results, remediation actions, and compliance status. Escalate unresolved vulnerabilities and security risks to the appropriate ISSM or Navy technical authority. 4. eMASS, DADMS, and Technical Documentation Prepare, maintain, and update required system security documentation. Maintain accurate hardware inventories, network diagrams, software records, and configuration control documentation. Update applicable records in the Enterprise Mission Assurance Support Service (eMASS) and Department of the Navy Application and Database Management System (DADMS). Upload and maintain current documentation and evidence in accordance with RMF requirements. Ensure as-built drawings and system configurations remain accurate and current. Document authorized changes to system hardware, software, network equipment, and security controls. Maintain documentation supporting system authorization and continuous monitoring. 5. End-User Technical Support Provide technical support and maintenance for Public Affairs Office and MSPTS end-user devices and peripherals. Troubleshoot Apple Macintosh systems, printers, network-attached storage, and related equipment. Assist office personnel with Navy and Marine Corps Internet (NMCI) questions and coordination, while not performing work directly on the NMCI environment. Support the availability and reliability of systems required for still imagery, motion imagery, and other Public Affairs mission requirements. Coordinate with authorized technical personnel when issues require assistance beyond the position's scope of authority. 6. Coordination and Reporting Schedule and attend weekly meetings with N6 advisors to establish priorities, review progress, and coordinate upcoming tasks. Communicate RMF status, security findings, technical risks, and required actions to designated stakeholders. Coordinate system changes and security-related activities with the Regional ISSM and applicable Navy personnel. Track project deadlines and proactively identify risks that could affect the ATO timeline. Maintain clear records of completed work, pending actions, and required follow-up. 7. Equipment Procurement, Inventory, and Property Management Procure, track, and maintain inventory of media and camera gear, production hardware, and peripheral equipment. Maintain accurate equipment inventories, asset records, and property accountability documentation. Coordinate equipment acquisition, receipt, deployment, transfer, maintenance, and disposition in accordance with applicable government property procedures. Coordinate vendor deliveries and verify that equipment received matches approved purchase requests and specifications. Track purchase requests (PRs) from initiation through approval, ordering, delivery, and closeout. Maintain property records and documentation to support audit readiness and accountability. Coordinate with government personnel regarding equipment status, property discrepancies, and corrective actions. Ensure equipment records remain accurate and consistent with system documentation and configuration management requirements. 8. Software Licensing and Portfolio Administration Administer and maintain software licensing portfolios supporting Public Affairs production requirements. Manage Adobe Creative Cloud enterprise seats, including license assignments, renewals, usage tracking, and access coordination. Track specialty software licenses, subscription renewals, and associated purchasing requirements. Coordinate with vendors and authorized government personnel to ensure licenses remain current and available. Maintain accurate software inventories and licensing records. Monitor renewal dates and initiate purchase requests to prevent interruptions to mission-essential software. Coordinate software installations, updates, and changes in accordance with applicable security policies and RMF requirements. Ensure software licensing documentation supports property accountability, budget tracking, and audit readiness.
